The U.S. Embassy in Madagascar and Comoros (Department of State, U.S. Mission to Madagascar) offered a discretionary cooperative agreement titled "Building a Regional Community of Practice Against Illegal, Unreported, and Unregulated Fishing (IUUF)" under funding opportunity number AFMDG 21 02 (CFDA 19.040). The Embassy sought one implementing partner to work closely with its Public Diplomacy section to strengthen regional efforts against IUUF by boosting public understanding of the problem and, importantly, increasing public and stakeholder pressure on decision-makers to adopt stronger policies and reforms. The project was designed to pair grant-funded activities with existing U.S. Department of State public diplomacy tools, including IVLP On Demand and U.S. Speaker programs, so the awardee could expand reach and credibility while keeping programming aligned with Embassy priorities.

At the heart of the opportunity were three connected goals. First, the program aimed to significantly raise awareness across Madagascar, Comoros, and the wider Western Indian Ocean region about how IUUF harms everyday livelihoods and undermines food security, local economies, and marine and coastal environments. Second, it aimed to deepen understanding of the U.S. Government position on IUUF and encourage shared values and common policy perspectives among regional stakeholders. Third, and most outcome-oriented, it sought to help drive policy reform in target countries so governments are better equipped and more motivated to prevent, deter, and respond to IUUF.

The Embassy emphasized sustained engagement with two main "force-multiplier" audiences: subject-matter experts and journalists. Subject-matter experts may include researchers, technical specialists, civil society leaders, private sector actors, and policy-connected professionals who can translate evidence into practical recommendations and sustained advocacy. Journalists were singled out because consistent, accurate reporting can keep IUUF in the public eye, shape public opinion, and increase accountability for policy action. Proposals therefore needed to show a realistic plan to build capacity within these groups over time rather than relying on one-off events.

Program objectives were framed around three main workstreams. The first was establishing an enduring, self-sustaining community of practice that brings together researchers, civil society, private sector representatives, and policymakers. The intent was to create a durable network with shared knowledge, ongoing collaboration, and enough momentum to jointly raise awareness and influence reforms even after the grant period ends. The second objective focused on public awareness through public programming, social media, and broader media engagement so that IUUF is understood not as an abstract environmental issue but as a direct threat to jobs, fisheries, national revenue, and stability. The third objective was to build journalist capacity to increase both the quantity and quality of IUUF coverage, which implies training, access to credible experts and data, stronger story development skills, and better regional connections that help reporters pursue complex investigations.

Administratively, applicants were expected to handle the practical details required to run a regional program. Proposals had to budget for and manage venues and event costs, domestic and international travel, lodging, visas, travel insurance, and any COVID-19 related expenses, plus meals and/or per diem for eligible participants. All travel supported by the cooperative agreement had to be economy class and compliant with Fly America requirements. The Embassy also expected applicants to plan for media coverage as a built-in feature, including inviting journalists not only to cover events but, where appropriate, to participate as presenters. A strong communications plan was required to publicize any symposium-style gathering and to widely disseminate resulting recommendations in the United States, Madagascar, Comoros, and across the region using both traditional outlets and digital platforms.

Finally, the Embassy signaled that credibility and regional ties mattered. Proposals needed to describe the applicant's experience with IUUF-related topics and with organizing symposiums or comparable convenings, as well as demonstrated relationships or operational experience in Madagascar and/or Comoros and the broader Indian Ocean region (or similar international expertise). The funding had an award ceiling of $227,000 with an expectation of one award, and the original application closing date was August 9, 2021 (opportunity created July 9, 2021).
