The NCBOE is also tasked with developing and maintaining a national clearinghouse of best practices, effective outreach models, and proven methods for finding and enrolling eligible older adults. Training and technical assistance are central deliverables as well, covering practical approaches to outreach, screening for eligibility, completing enrollment, and conducting follow-up so that people not only apply successfully but also maintain benefits over time.

In addition to broad benefits enrollment support, the opportunity places special emphasis on Medicare-related affordability programs. The grantee is expected to coordinate efforts that inform older Americans and people with disabilities about available federal and state benefits, with particular focus on the Medicare Part D Low-Income Subsidy (often called Extra Help) and Medicare Savings Programs (MSPs). The NCBOE is also intended to serve as a technical assistance resource center for state grantees funded under the Medicare Improvements for Patients and Providers Act (MIPPA). That means supporting and coordinating with key partners such as State Health Insurance Assistance Programs (SHIPs), AAAs, ADRCs, and benefits enrollment centers that carry out hands-on outreach and enrollment work in communities.
